Photoshop CS4 : Flou Effect

Step 1 : We Open Photoshop > Click On File > We Open our Photo then we select us the following image .

Step 2 : We invert the selection by clicking on " Select Inverse "

Step 3 : We Click on Blur Tool and we take a brush (us the following image) with 2500 pixels then we do the flou on the selection.

Result : :D
